would involve delay and extra expense.

I have discussed the matter with the Acting Colonial Secretary and the Director of Public Works and have decided to make the following recommendations:-
A. Harbour of Refuge: The Engineering Staff consists of Mr. J. Duncan and Mr. H. C. Sayer working under the supervision of Mr. D. Jaffè. Mr. Duncan was sent out by the Crown Agents in July last under a four years' agreement, on a salary of £360 and £40 duty pay. He is a very capable officer and lir. Jaffè reports
highly of him. I propose that he should be placed in charge of the Harbour of Refuge Works and that, in lieu of his present duty pay of £40, he should receive a duty allowance of £140 a year while so employed, making his salary up to £500 a year. Kr. Sayer,
who was engaged locally, draws a salary of £2,400 a year and I
consider that sufficient meanwhile for the work he has to perform.
Mr. Jaffé will occasionally visit the work when required by the
Director of Public Works.
B. Tytan Tuk Reservoir: I propose that Mr. Jaffe should be appointed as a special Engineer in charge of this work, which
will take at least five years to complete, and that he should
correspond with the Director of Public Works direct and reside in
Victoria. He has been ten years in the Public Works Department
and he is at present drawing a salary of £600 a year, the maximum
of an Executive Engineer plus £60 duty pay. He was engaged for
six years on the Birmingham Water Works before coming to Hongkong and has had considerable experience of water works construction
in the Colony and Mr. W. Chatham is satisfied that he can carry
out the work. I recommend that, in lieu of his present duty pay of £60, he should be granted a special non-pensionable allowance of £240 a year while performing this duty. The work is of a very responsible nature and should be completed as soon as possible, and the special allowance will be an incentive to Mr. Jaffé to do his best.
